Monitors and Signatories

Every enrollee must have both a primary and an alternate monitor. They direct the enrollee's activities, give feedback, and approve forms. Specifically, they may:
  • Authorize travel expenses
  • Authorize training expenses
  • Authorize timesheets
  • Authorize supply purchases
  • Change the enrollee's hours
  • Modify an enrollee's duties
  • Provide informal feedback
  • Renew the enrollee's agreement
  • Request a separation
Each enrollee may also have up to three signatories who can approve certain forms when the primary and alternate monitors are unavailable. Specifically, they may:
  • Authorize travel expenses
  • Authorize training expenses
  • Authorize timesheets
  • Authorize supply purchases
For official EPA guidance on the monitor's responsibilities, read chapter 2 of the SEE Program Guidelines and Procedures Manual [5760 SEE Program Guidance and Procedures Manual].
Designating Monitors and Signatories

When an enrollee position is recruited, the initial primary and alternate monitors are designated in the Position Description form.

Only monitors can designate signatories, and only monitors and signatories who have been officially designated (and whose signatures are on file at NOWCC) may take the actions listed above. NOWCC does not permit "acting monitors."

It is the primary monitor's responsibility to keep the monitors and signatories current.

An enrollee's monitors and signatories may be updated by submitting an Authorized Signature Form to NOWCC.
