Providing SEE Enrollees to Other Federal Agencies
EPA has determined that it can award cooperative agreements to provide SEE enrollees to other agencies. To do this, an agency desiring this service must develop a reimbursable interagency agreement with EPA. All IAG's must be negotiated through the SEE Program Office. (Agreements with other agencies for SEE enrollees must be only for that purpose.)
In developing the interagency agreement, the other agency must provide:
- a statement of work which details the activities the SEE enrollees will perform. These activities must be environmentally related and should generally involve "technical assistance."
- an estimate of the number, type (e.g. clerical, administrative, technical or professional, etc.), and location of anticipated SEE enrollees.
- an estimated budget which include per diem, travel, and training costs for enrollees.
- a written statement that makes clear it will abide by all the terms of EPA's guidance for the SEE Program.
- a statement from a personnel officer of the other agency that the SEE enrollees obtained under the IAG "will not displace any Federal, state, or local government employee" as appropriate (Figure 2-3).
- identification of a SEE Coordinator for their Agency. That individual must be available for EPA training at reasonable hours and dates.
- funds for at least eighteen months for all SEE Enrollees and support for EPA monitoring and training, including travel. (To determine the amount necessary for EPA monitoring and training support, contact the Senior Environmental Employment Program Manager at (202) 260-2573).
