Report Background

The Department of Labor (DOL) provides grants to certain private, non profit organizations throughout the country to provide employment to senior citizens (55 years old and older) to work in private, non profit groups or local, State, or Federal government. Enrollees under these "Title V" grants are sometimes eligible to provide technical assistance to the Environmental Protection Agency. Some restrictions apply to the location of the enrollee's residence, location of the nonprofit organization receiving the DOL grant, location of the enrollee's actual work site, etc. The enrollees earn minimum wage and are paid by the grantee receiving grant funds from DOL. "Title V" participants are normally enrolled for up to one year. There may be exceptions to this time limit.
