Enrollee Time Sheets
New procedures for SEE enrollee time sheet retention and control require that SEE monitors or designated alternate monitor verify, sign and retain (for three years) a copy of each SEE enrollee time sheet. If monitor or alternate is unavailable, the enrollee may have the monitor's supervisor sign the time sheet. The SEE Coordinator or designee may elect (in lieu of the monitor) to maintain these records (time sheets) in a central location. If so, the Director or designee will notify the SEE Office in writing of this decision.
Records should be maintained by Cooperative Agreement number.
Alternate monitors are required for every SEE position.
SEE enrollee time sheet records must be turned over to a replacement monitor or a replacement Director, or if necessary, to the alternate monitor.
These records may be reviewed by the EPA monitor; EPA Director (or designee); SEE Program Staff and the SEE grantee representative to ensure adequate internal controls are in place to reduce the possibility of waste, fraud or abuse of Federal funds. In addition, these records shall be available for review and audit by an Office of the Inspector General representative.
