Definitions
  1. SEE Grantee. A private, nonprofit organization, designated by the Secretary of Labor under Title V of the Older Americans Act of 1965, that has entered into a Cooperative Agreement with the EPA to utilize the talents of older Americans in providing technical assistance to Federal, State and local environmental agencies. A SEE grantee may also be called a "recipient" or "sponsor."
  2. SEE Enrollee. An individual, at least 55 years of age, who is a program participant enrolled under a SEE Cooperative Agreement and who is engaged in providing technical assistance to the EPA or other Federal, State or local environmental agencies. (There is no requirement that an enrollee be a member of the grantee organization.)
  3. SEE Program Manager. The EPA official within the Office of Human Resources and Organizational Services who is responsible for overall administration of the SEE Program and serves as the EPA Project Officer or designates the EPA Project Officer(s) for all SEE Cooperative Agreements. The SEE Program Manager monitors funding in all SEE Cooperative Agreements, and acts as a liaison with the national offices of the various SEE grantees, Agency SEE Coordinators and other Federal Agencies. The Program Manager establishes the Program guidance and procedures, monitors their implementation and coordinates the operation of the Program nationwide.
  4. SEE Coordinator. The senior EPA official from the Headquarters, Regional, or Lab office or their designee, (or other Federal, State or local government employee) who is that Office's principal Director for all programmatic and financial activities under that SEE cooperative agreement. There is only one SEE Coordinator for each SEE Cooperative Agreement.
  5. SEE Monitors. An EPA employee (or Federal or State employee or tribal member of federally recognized Indian Tribe) who directs and reviews the daily task assignments of SEE enrollees, and reviews and verifies the enrollee's e-timesheets. The monitor consults with the grantee representative in matters of discipline and/or termination of enrollees, and provides an assessment of their performance and/or conduct (as needed) to the grantee.
  6. SEE Alternate Monitors. Each Office having SEE enrollees should have enough Alternate Monitors assigned (there is no maximum number) to cover all contingencies.
  7. Award Official. The award official is the EPA official who has the authority to award a SEE cooperative agreement.
  8. Decision Official. The decision official is the Office of Human Resources and Organizational Services (OHROS) official delegated the authority to approve the SEE cooperative agreement for award.
  9. Project Period. The project period is the length of time the EPA specifies in the cooperative agreement for completion of all project work. Normally a SEE cooperative agreement has a project period of three years.
  10. Program Office. An office within the EPA that wishes to participate in the SEE Program.
  11. Funding Office. The office within the EPA which provides the funds for a SEE cooperative agreement. Senior Resource Official. An SRO is typically a Deputy Assistant Administrator or Assistant Regional Administrator and is accountable for the Office's ethical, effective resource management, including acquisition, assistance, budget, financial management and management integrity. Extramural resources within this scope include contracts, small purchases, grants, loans and Cooperative Agreements and Interagency Agreements (IAG).
