The SEE Program Grantee

Each grantee has a personnel handbook or material which describes personnel policies and procedures applicable to SEE enrollees. The grantee must provide a copy of these materials to each enrollee and to the monitor of each enrollee. Any enrollee or monitor who does not receive a copy should contact the representative of the grantee.

Regulatory Requirements
Grantees must comply with the terms and conditions of their assistance agreements including compliance with EPA policies and objectives in governing regulations; in particular,
  • 40 CFR Part 30, "Grants and Agreements with Institutions of Higher Education, Hospitals, and Other Non Profit organizations;" Interim Final Rule.
  • 40 CFR Part 7, "Non-Discrimination in programs receiving Federal Assistance from the EPA"; for example, see:
    • 40 CFR 7.35: Grantees may not discriminate in enrollment on the basis of sex, race, religion, color, national origin, or disability;
    • 40 CFR 7.45: Grantees may not exclude qualified persons from participation in the SEE Program solely on the basis of handicap; and
    • 40 CFR 7.90: Grantees must adopt complaint procedures that assure the prompt and fair resolution of enrollees' complaints of discrimination.
  • ensure that new enrollees receive "SEE Program Participant Orientation";
Program Requirements
In order to ensure compliance with Federal and EPA policies governing discrimination, each grantee is to establish certain minimum program requirements to supplement those prescribed by governing regulations. These include:
  • Enrollment. In recruiting candidates for the SEE Program, grantees must take steps to assure the widest and most practicable distribution of position information in order to assure that potential senior citizen candidates are made aware of the position availability.
  • Selections. Grantees are required to keep a record of selections for each position. The record should consist of the names and identifying data for each of those persons referred for the position, and reasons for selection or nonselection. This record must be retained for at least three years after the submission of the final financial status report. (40 CFR 30.53)
  • Pay. Grantees determine what the SEE enrollee will be paid. However, this pay is reimbursable to the grantee only to the extent allowed by the EPA for each assignment category and schedule of assignment reimbursable limits.
  • Overtime/Compensatory Time. Enrollees must have prior approval from their EPA Monitor to work more than 40 hours in any given week. All hours over 40 must be paid overtime. Compensatory time is not permitted.
  • Training. Grantees are required to cooperate in arranging training for enrollees as specified by the SEE monitors. Training that would incur cost must be approved by the SEE monitor or Director and will be charged to the cooperative agreement.
  • Travel. Grantees are required to cooperate in arranging travel for enrollees as specified by the SEE monitor. Travel funding will be charged to the cooperative agreement.
  • Enrollee Relations and Services. Grantees, through their representatives, are required to provide advice and assistance to SEE enrollees and monitors in connection with performance, conduct, time, leave, and other related matters.
