Enrolling Retired or Former EPA Employees
To avoid even the appearance of impropriety, EPA discourages SEE grantees from enrolling retired or former EPA employees, placing them in their former EPA positions and having them perform similar duties as in their former Federal job. (Federal employees who take a buy out are eligible for enrollment in the SEE Program; however, the above caveat should be recognized). (Fig. 3-1 Affirmation Letter.)
