The SEE Program is funded through Cooperative Agreements between the EPA and NOWCC. These Cooperative Agreements cover the costs of enrollee wages, fringe benefits, and other direct enrollee costs such as enrollee travel, training, supplies (work shoes, badges, uniforms, safety glasses and tools) medical monitoring, and enrollee advertising. The average cost of these expenses as a percentage of total program costs is:
